Kernel memory exhaustion via failed OA configuration

Memory leak in the Linux kernel's drm/xe OA code allows local users to exhaust kernel memory through repeated failing config ioctls. The xe_oa_emit_oa_config() error paths return without releasing stream->syncs or parsed fence references, and a later config ioctl overwrites the only pointer to them. Reachability requires an xe OA stream and a failure during fence allocation, config-buffer allocation, or batch submission; repetition leaves allocations permanently unreachable.
