ISO-TP transmission hang via state races

Race condition in Linux kernel CAN ISO-TP allows local users to interrupt ISO-TP socket transmission via concurrent operations. In net/can/isotp.c, stale timer callbacks, missed shutdown wakeups, and reversed state-generation reads can rearm timers or mutate a newer transfer's state. Triggering requires local ISO-TP socket use with overlapping send, timeout, and release paths; affected operations can remain blocked or report errors.
