Application crash via undersized dimension-name buffer

Heap-based buffer overflow in GDAL 3.13.0dev-4 allows local users to crash applications by opening a crafted HDF-EOS swath file. SWnentries assumes every DimensionName is quoted and subtracts two bytes when sizing a heap buffer, while SWinqdims copies each unquoted value at full length. The trigger requires local access to supply the file and affects applications using the HDF4/HDF-EOS multidimensional API; the demonstrated result is a process crash.
