Inconsistent console state via unchecked mode changes

Improper fbdev mode handling in Linux before 7.1.11 allows local users to apply display changes without required fbcon checks. User-invoked sysfs and driver mode-change paths call fb_set_var without first checking fbcon compatibility or subsequently updating virtual-console state. Access to writable framebuffer controls is required, and the public record specifies no impact beyond inconsistent console and hardware display state.
