Interface shutdown hang via stuck NAPI polling

Denial of service in the Linux igc driver allows local users to leave an affected network interface unable to shut down. After an AF_XDP zero-copy process exits abruptly, igc_clean_rx_irq_zc repeatedly returns a full budget, leaving NAPI_STATE_SCHED set while igc_down spins in napi_synchronize. Exploitation requires local AF_XDP zero-copy access on an igc-backed interface; the resulting hang prevents that interface from completing shutdown.
