Service interruption via nested vGIC double-deactivation

Improper interrupt deactivation in Linux 6.19 KVM arm64 allows attackers to interrupt guest services on AmpereOne systems. vgic_v3_deactivate physically deactivates an IRQ that nested hardware state has already deactivated, causing the pending state and future delivery to be lost. The failure requires an AmpereOne host running nested KVM and a non-active IRQ that is also the highest-priority pending interrupt.
