Device teardown hang via inverted OCC locks

Deadlock in the Linux kernel OCC hwmon driver allows local users to hang device teardown through concurrent sysfs reads. The shutdown and deactivation paths drain sysfs callbacks while holding occ->lock, but those callbacks enter the OCC update path and acquire the same lock in the opposite order. Reachability requires an OCC hwmon device on a POWER8 or POWER9 system and a sysfs callback racing deactivation or shutdown.
