Account deletion via unchecked visualization administrator authorization

Incorrect authorization in CODESYS Control runtimes before 3.5.22.20 or 4.21.0.0 allows remote authenticated users to delete accounts. Device user management accepts account-deletion requests from visualization administrators without enforcing the higher privilege required for target accounts. Exploitation requires optional visualization user management and a configured visualization administrator; the last device admin is protected, but other deletions persistently block legitimate logins.
