Authenticated content modification and disclosure via REST abilities

Improper access control in Ninja Forms 3.14.0 through 3.15.1 allows remote authenticated users to alter site content and read submissions. The Abilities REST API treats a plugin-specific form-builder capability as equivalent to full site administration, exposing settings, submissions, configuration writes, and arbitrary post or page changes. Exploitation requires an administrator to have assigned the capability, because no default WordPress role includes it and the plugin does not grant it.
