Authenticated SSRF via IPv4-mapped IPv6 webhook URL

SSRF in OneUptime before 12.0.7 allows remote authenticated users to read internal HTTP responses via a crafted webhook URL. isBlockedHostnameLiteral in Common/Server/Utils/SSRFProtection.ts omits the IPv4-mapped IPv6 range and skips DNS rechecking for address literals. Any project member who can configure webhooks can make the server send GET or POST requests to loopback, private-network, or link-local targets, with responses stored in webhook results.
