Cross-application deployment and package control via missing authorization

Missing authorization in TarsWeb 3.0.16 and earlier allows remote authenticated users to control packages across applications. Four PatchController handlers omit AuthService role checks; download and delete also resolve an unscoped sequential package ID. Any valid account, even one scoped to an unrelated application, can deploy attacker-controlled packages to managed servers, retrieve or delete packages, or change deployment defaults.
