Cross-tenant view deletion via skipped authorization

Missing authorization in StarRocks 4.0.13 and earlier allows remote authenticated users to delete legacy synchronous materialized views. AuthorizerStmtVisitor skips DROP MATERIALIZED VIEW, and the legacy OlapTable rollup path reaches MaterializedViewHandler without an Authorizer check. Any authenticated account, including one without grants on the target database, base table, or view, can remove the pre-aggregation and degrade dependent query performance.
