Missing authentication in APITable 1.13.0-beta.1 and earlier allows remote attackers to inject notifications into any user's inbox. The InternalNotifyController create handler sets requiredLogin to false, so ResourceInterceptor returns before validating a session or API key. Any client that can reach the gateway can persist attacker-chosen content under a system sender, making it appear as a legitimate notification.
