Super-admin account manipulation via unchecked API-key scope

Incorrect authorization in the GetGrav Grav API plugin before 1.0.18 allows remote authenticated users to modify super-admin accounts. UsersController.php checks the acting account with isSuperAdmin() instead of checking the presented key with isSuperWithinScope(). A lower-scoped key tied to a super-admin can disable another super-admin's 2FA or create, delete, and revoke credentials.
