Local command execution via unquoted TRAMP login arguments

OS command injection in Emacs TRAMP on affected Red Hat Enterprise Linux releases allows local users to execute arbitrary commands. The tramp-maybe-open-connection function expands the user field into login arguments, joins them without quoting, and sends the resulting command line to a local shell. Processing a crafted filename, including through metadata operations on a malicious directory or symlink, triggers execution in the Emacs user's context without a successful SSH connection.
