Administrator takeover via permission-bypassing password reset

Improper authorization in Craft CMS 5.0.0-RC1 through 5.10.7 allows remote authenticated users to reset user passwords. The elements/save action mass-assigns newPassword because UserPasswordValidator marks the field safe without limiting its validation scenario, bypassing elevated-session checks in users/set-password. Control-panel access permits self-password changes; Edit users permission permits resetting any user's password, including an administrator's.
