Craft CMS 5.8.0 through 5.10.12 allows remote authenticated users with Control Panel access to execute commands as the PHP web worker. ElementSearchController::actionSearch preserves criteria.with[*].when, copies it into EagerLoadPlan::$when, and passes it to array_filter as a PHP callback. The accessCp permission alone is sufficient; exploitation exposes secrets and writable files but does not itself grant root access.
