Arbitrary file read via unchecked builder path

Path traversal in Google Cloud Agent Development Kit 1.9.0 through 1.21.0 allows remote attackers to read arbitrary files. The GET /builder/app/{app_name} handler joins the file_path query value to the selected agent directory without rejecting parent references or confirming that the resolved path remains beneath that directory. An unauthenticated network request to a reachable ADK Web development interface can disclose files readable by the server process, without reported write or execution impact.
