Admin data exposure via omitted token scope checks

Improper authorization in lin-snow Ech0 4.3.4 and earlier allows remote authenticated users to read privileged data via low-scope tokens. Several admin routes omit RequireScopes, while ExportBackup reparses a query token and rebuilds a viewer containing only its user ID, discarding scope metadata. An administrator account's deliberately limited token is required; successful requests expose inbox data and a ZIP containing logs and the full database.
