Local authorization bypass via namespace-scoped capabilities

Incorrect authorization in affected OpenZFS releases allows local users to perform root-only pool operations through privileged ioctls. The Linux secpolicy_sys_config and secpolicy_zinject checks treat CAP_SYS_ADMIN in a user-created namespace as host authority instead of requiring a global-zone credential. Access requires permission to open /dev/zfs and enabled unprivileged user namespaces; no target-pool or backing-device access is required.
