Account takeover via unchecked QR-code login

Improper authentication in Digital-Infrastructure 9.6.7 allows remote attackers to impersonate any user through the SSO login endpoint. The qrCode branch of Y9AuthenticationHandler.authenticate selects a submitted personId and issues CAS credentials without validating a password or QR-code state. Remote attackers need a known personId and network access to the public RSA-key and login endpoints; successful use grants the impersonated account's privileges, including Administrator access.
