Unauthorized file disclosure via omitted permission check

Missing authorization in Concrete CMS 9.5.0 and earlier allows remote attackers to download permission-restricted files. The submit_password() method in concrete/controllers/single_page/download_file.php serves requested files without enforcing view_file authorization. Unauthenticated access is sufficient for files without passwords; password-protected files require only knowledge of the file password, exposing contents without CMS permission.
