Cluster privilege escalation via unvalidated package declarations

Incorrect authorization in Elastic Kibana allows remote authenticated users to gain Elasticsearch cluster administrator privileges. Kibana accepts cluster privilege declarations from integration packages without validating them before minting credentials for enrolled Elastic Agents. Fleet management privileges are required, and a crafted declaration can elevate every agent on the targeted policy to full cluster administration.
