HSS crash via zero-length identity hash key

Reachable assertion in Open5GS HSS 2.8.0 and earlier allows remote authenticated users to crash the HSS with a malformed Cx request. Cx handlers pass an empty or digitless User-Name through BCD conversion into ogs_hash_get with a zero-length key, triggering its klen assertion. Exploitation requires access as a Cx peer and terminates the HSS process, interrupting subscriber-authentication service.
