Heap corruption via undersized special-float quoting buffer

Out-of-bounds write in DBD::Pg 3.21.0 allows context-dependent attackers to corrupt heap memory through special numeric literals. The quote_float function allocates only the unquoted string length plus one byte, then emits surrounding quotes and a terminator, writing two bytes past the heap buffer. Reachability requires an application to pass a recognized literal through $dbh->quote with DBI::SQL_NUMERIC; no further consequence is publicly demonstrated.
