Targeted UE disconnect via cross-association release request

Improper authorization in Open5GS AMF 2.8.0 allows remote authenticated users to interrupt a UE session through an N2 request. The UEContextReleaseRequest handler looks up a UE globally by its NGAP identifier pair without verifying that the sending gNB association owns that context. An N2-side peer that establishes a separate SCTP/NGAP association and obtains or reuses active UE identifiers can force a targeted disconnect without crashing the AMF or exposing subscriber data.
