Authenticated command execution via writable shared-server field

Improper access control in pgAdmin 4 before 9.15 allows remote authenticated users to execute commands and access other users' data. Server, background-process, and debugger endpoints retrieve user-owned records by guessable IDs without filtering on the requester, while shared-server APIs let non-owners read credentials and overwrite owner-only fields such as passexec_cmd. Server mode and a low-privileged account are required; writing passexec_cmd runs an attacker-chosen shell command in the shared-server owner's process context.
