Open redirect via unchecked Base64 return URL

Open redirect in JoomShaper Helix Ultimate 1.0 through 2.2.9 allows remote attackers to send users to external sites via crafted return values. The admin-login flow Base64-decodes helixreturn and redirects to the resolved URL without first requiring Uri::isInternal to approve it. No authentication is required, but a user must follow the crafted login URL and complete the login flow before the browser leaves the site.
