Local process crash via malformed VVC timing

Denial of service in justdan96 tsMuxer 2.0 through 2.7.0 allows local users to crash the process with a crafted VVC input file. While processing the file, VvcVpsUnit::setFPS reaches vvc.cpp's num_units_in_tick_bit_pos assertion with a nonpositive value and aborts. A local user must cause tsMuxer to process the file; the demonstrated consequence is a single-process crash, with no reported data disclosure or modification.
