Authenticated project creation via blank role setting

Incorrect default permissions in Inductive Automation Ignition 8.1.53 and earlier allow remote authenticated users to create projects. The Gateway Create Project Role(s) setting ships blank, so its authorization check enforces no required role when a gateway script requests project creation. Exploitation requires an authenticated account able to execute gateway scripts; the demonstrated consequence is unauthorized project creation.
