Service interruption via unbounded hot-reload counter loop

Uncontrolled resource consumption in Mesop before 1.3.3 allows remote attackers to interrupt service through its debug hot-reload endpoint. The GET /hot-reload handler uses a user-supplied counter to drive an unbounded loop, holding worker threads until the pool is exhausted. Debug mode must expose the endpoint; repeated unauthenticated network requests make the server unresponsive until it is manually restarted.
