Authenticated SSRF via DNS rebinding race

SSRF in Prefect 3.6.28.dev1 allows remote authenticated users to access internal services through webhook or notification URLs. validate_restricted_url approves a public hostname before the HTTP client resolves it again, allowing DNS rebinding to select a private address at connection time. Exploitation requires permission to configure and trigger a webhook or notification plus control of DNS timing; resulting requests can reach internal services available to the Prefect process.
