Unauthenticated API access via health-path suffix matching

Authentication bypass in Prefect 3.6.0 through 3.6.21 allows remote attackers to read protected API data via crafted HTTP requests. The server authentication middleware exempts any GET path ending in health or ready and derives the path from a Host-header-influenced URL. The server must have PREFECT_SERVER_API_AUTH_STRING enabled; exploitation exposes protected API responses without credentials but grants no reported write access or service interruption.
