Arbitrary file manipulation via privileged chmod race

TOCTOU in Flatpak on Red Hat Enterprise Linux 7 through 10 allows local users to manipulate or disclose arbitrary files. The SystemHelper Deploy() path performs a privileged chmod before validating the OSTree repository, leaving a window in which a symlink can be redirected to another file. Exploitation requires local access and winning that deployment race; successful attacks are bounded to privileged file manipulation or information disclosure.
