Denial of service via unchecked RB-Identity index

Out-of-bounds write in Wireshark 4.4.0 through 4.4.17 and 4.6.0 through 4.6.7 allows attackers to crash its RRC dissector via malformed packets. A packet-controlled RB-Identity value is stored in UMTS RRC private state and later used directly as an index into rrc_ciphering_info.seq_no, even though that array dimension is smaller than the ASN.1 range, causing heap corruption during dissection. Reachability depends on injected network traffic or a crafted capture file being opened, and the published impact is application crash rather than code execution.
