Cross-project alarm disclosure via all_projects parsing

Authorization bypass in OpenStack Aodh before 20.0.1, 21.0.1, and 22.0.1 lets remote authenticated users read alarms from other projects. In AlarmsController.get_all, the code treats all_projects as privileged only when its parsed boolean value is true; when a caller sends all_projects=false, the admin-only branch is skipped and the request reaches storage without the usual project_id filter. Reader-role access is sufficient, and adding a foreign project_id lets the caller target a specific tenant's alarm metadata, including webhook action URLs, signal endpoints, project IDs, and user IDs.
