Telemetry disclosure via overbroad QoS read routes

Information disclosure in Netcore NR255-V 1.5.130703 allows remote authenticated users to read live network telemetry through QoS routes. The mod_qos_bandwidth plan.json handling in filter_conns_dump_cgi.c and IGD_CgiCall.c exposes read endpoints to overly broad authenticated roles without enforcing intended privileges. Valid management credentials with one of those roles are required; exposure is limited to live telemetry, with no supported ability to alter configuration.
