Arbitrary file read and delete via absolute-path traversal

Path traversal in RuoYi RuoYi-Vue 3.9.2 and earlier allows remote authenticated users to read or delete server files via download endpoints. CommonController.fileDownload and resourceDownload concatenate the fileName or resource parameter onto RuoYiConfig base paths and rely on FileUtils.checkAllowDownload, which blocks only literal .. segments and checks extensions, without canonicalizing the result or enforcing base-directory containment. Any logged-in user who can reach /common/download or /common/download/resource can supply an absolute path with an allowed extension to read arbitrary files, and the delete option on /common/download also permits arbitrary file deletion.
