API key disclosure via readable KV storage

Cleartext storage in Splunk On-Call (VictorOps) before 1.0.43 allows remote authenticated users to read a partially masked API key. The app writes the key to an App Key Value Store collection without fully masking it, and that collection is readable by users outside the admin and power Splunk roles. Exploitation requires low-privileged access to the app and yields only the stored key material visible in that collection, with no published path to modify data or execute code.
