Cluster-state change via unvalidated notification path

Server-side request forgery in Splunk Secure Gateway before 3.10.9, 3.9.23, and 3.8.70 allows remote authenticated users to change cluster state. The Report Notifications REST API accepts attacker-controlled report notification path values and uses them to send system-authenticated requests to internal Splunk services. Affected Splunk Enterprise deployments are those with the bundled Secure Gateway module before 10.4.2, 10.2.6, 10.0.9, and 9.4.14; exploitation requires a Splunk account without the admin or power role and is published as causing Search Head Cluster state changes or service interruption.
