Unauthorized token-key reload via REST API

Missing authorization in Splunk Enterprise 10.4 before 10.4.2 allows remote attackers to reload token-signing keys via the REST API. The token-key reload action is exposed through a REST endpoint that enforces neither authentication nor the change_authentication capability before invoking the reload operation. Reachability requires network access to the affected management API, and the published impact is limited to forcing the reload action rather than reading key material or executing code.
