Cross-user module deletion via REST API

Improper access control in Splunk Enterprise 10.2 before 10.2.6 and 10.4 before 10.4.2 lets remote authenticated users delete SPL2 modules via REST API. The SPL2 module management endpoint accepts module deletion requests without enforcing the documented Write or ownership boundary and does not sufficiently validate which module the caller is allowed to remove. Any authenticated role below power or admin can wipe modules across apps and users, deleting exported datasets and functions and causing integrity loss with partial service disruption.
