Missing authorization in Splunk Enterprise before 10.4.2, 10.2.6, 10.0.9, and 9.4.14 lets remote authenticated users execute code via Federated Search. The Federated Search dispatch flow accepts a caller-controlled bundle selection and does not enforce the fsh_manage capability that governs federated providers and indexes. Reachability requires a low-privileged Splunk account and access to Federated Search; successful exploitation can run code with the Splunk service account and expose accessible data while affecting integrity and availability.
