Low-privileged code execution via manager config writes

Code injection in Splunk Enterprise before 10.4.2, 10.2.6, 10.0.9, and 9.4.14 allows remote authenticated users to execute code via Splunk Web Manager Configuration. The manager-configuration REST path accepts write requests without the permission normally required for manager configuration changes, and Splunk Web Manager Configuration evaluates those written values as code. Reachability requires valid non-admin, non-power credentials and Splunk Web enabled, after which the attacker can run code in the platform instance and compromise its data and operations.
