Administrator takeover via duplicate username registration

Improper authorization in Code Projects Online Hospital Management System 1.0 allows remote authenticated users to take over administrator accounts. The patient.php registration handler accepts an existing administrator username with an attacker-chosen password without identity, permission, or duplicate-account checks. Low-privileged network access is required; successful registration enables administrator login and permits unauthorized data changes or service disruption.
