Private key disclosure via insecure KV Store ACL

Improper access control in Splunk Secure Gateway before 3.10.9, 3.9.23, and 3.8.70 lets remote authenticated users read Spacebridge private keys. On upgraded instances where private-key migration remains incomplete, the app leaves Spacebridge asymmetric private-key material in an app KV Store collection protected by an insecure default ACL, and the REST API exposes that collection to users without the admin or power roles. Reachability requires authenticated low-privileged access and the incomplete migration state; the consequence is disclosure of key material rather than direct data modification or service interruption.
