Signing-secret exposure via unchecked REST handlers

Missing authorization in Splunk Secure Gateway before 3.10.10, 3.9.24, and 3.8.71 lets remote authenticated users read signing secrets over REST APIs. The deployment-bundle, SAML-setup, and companion-app REST handlers in Splunk Secure Gateway process requests without checking Splunk Secure Gateway administration privileges, including when the app is running on affected Splunk Enterprise releases, which exposes Mobile Device Management signing secrets. Exploitation requires a Splunk account that can list storage passwords but lacks Splunk Secure Gateway administration rights, and the result is compromise of trust for all mobile-device enrollments handled through the gateway.
