Sensitive settings disclosure via missing REST authorization

Information disclosure in Splunk Secure Gateway before 3.10.9, 3.9.23, and 3.8.70 allows remote authenticated users to read SAML and instance settings via REST API endpoints. The SAML setup and instance-settings endpoint handlers return configuration data without enforcing the required admin or power role authorization before sending the response. Reachability is limited to users who can access the Splunk Secure Gateway REST API on affected Splunk Enterprise 10.4, 10.2, 10.0, or 9.4 branches, and the consequence is read-only exposure of configuration information rather than configuration changes or code execution.
