Federation flow interruption via timestamp mismatch

Authentication failure in Eidetic Labs Stigmem 0.9.0a1 allows remote authenticated users to interrupt federation flows via peer-token timestamp mismatch. The federation validation logic in peer_auth.py and peer_token.py does not enforce one canonical epoch unit, so valid tokens minted on a different seconds-versus-milliseconds path are rejected as expired. Only nodes using federation peer authentication are exposed, and the consequence is failed authenticated federation requests rather than token forgery, data disclosure, or state changes.
