Cross-tenant fact deletion via unscoped decay queries

Incorrect authorization in Stigmem Node before 0.9.0a12 allows remote authenticated users to expire or count other tenants' facts. The lifecycle/decay.py candidate selectors omit a tenant_id predicate, and the decay route and worker do not pass the caller's tenant into the sweep. Exploitation requires a write credential and the opt-in multi-tenant plugin; ttl_seconds=0 expires other tenants' facts, while dry_run discloses their aggregate count.
